CC doesn’t preserve any layer information when exporting SVG files. I can’t find a current standard for layers in svg files at w3.org, but it would be nice to combine all the paths in a layer in a single group which seems to be somewhat common. For bonus points use the Inkscape convention, there’s a link in this post
