I have a small little pocket knife that i have pulled apart just to replace the handle with wood. Its going to take some scraps to get it right but i was curious what ideas may be out there for this.
All i can think of is take a picture of the handle. Import to CC and then caliper measure everything.

A trace would work. What I would do is scan the scale to get the outline. Then take the bitmap image into Inkscape and make an SVG. Sometimes in the transfer process the scale can get off and having an SVG I can resize it so it works.
I have done the trace but with low contrast images you have to do a lot of clean up. So with Inkscape (which is free) you can set the levels to get a better image to save as an SVG.
There are many ways to skin a cat but in the end you have a skinned cat.

Your image actually traces directly in CC pretty nicely. There is some garbage to delete, and you would have to measure the actual part to get the scale (dimensions) correct.
If you have access to a flatbed scanner you will get a better & more accurate image.
Otherwise, try to take a picture with the camera lens directly above the center of the part, and at a pretty good distance, say 4’ away. This reduces parallax error & gets you a more accurate image. I would delete the scanned/traced holes & rebuild them using dimensions & circles to get them precise.
