Layers update request

Can the layers please be made into a regular part of the interface? Right now the model window means a ton of opening and closing that make layers more trouble to use than they should be. If they had a permanent (non modal) space under the Import block, they would get a lot more use. Make it collapsible if needed, but there is currently plenty of extra space there.

I think a shortcut key would be great. ie Control + L.

I agree, it would be much easier/nicer to use if it could be always available.

As Will has noted that the shortcut key is L. I move in and out of layers pretty fast by just pressing the L button and doing what I want for a particular layer and then closing the box again.
