Is there a way to use constraints in CC? Say I want to have one-line perfectly parallel to another or have it 90 degrees to said line.
This could be useful even when in “Node Edit” mode.

The only possible constraints are snapping to the grid, or snapping to a node — usually, on complex projects I’ll have a “template” layer which includes additional geometry for snapping to.
Unfortunately, node editing doesn’t snap to nodes, only to the grid.

I think the only way to get restraints in design is to jack CC up and run Fusion 360 under it to replace it.

Other options here include:
rotate as needed
do the trigonometry to draw in scaffolding for the desired effect
create the geometry in a suitable tool and import (did that for a pair of circles a while back)
I am new to Carbide create. I am trying to determine the angle in degrees of 2 intersecting vectors
at a node. Any ideas?

You have to zoom in, a lot to get things lined up perfectly, and once you do one end, you need to go back to the other and adjust it again, and repeat.
To actually do this by hand so that things line up:
Draw two circles which are positioned as desired:

Draw a line which connects to the larger one and extends past the smaller one:

Duplicate the larger circle, drag the duplicate into position w/ the original and then make it larger than the original:
